Perhaps they're even trying to build up more hype for the franchise by letting it lay still for this long, so fans will swarm into theaters again when Fantastic Beasts 4 finally comes out. It's possible that Warner Bros have other projects that they are prioritizing currently and would rather produce before they head back to the Wizarding World.
